Shandong Province Internet of Things Released Special Action Plan

In a significant move to boost the Internet of Things (IoT) industry in Shandong Province, the provincial Development and Reform Commission, together with the Science and Technology Department and other relevant agencies, has released the "Shandong Province IoT Special Action Plan." The initiative aims to promote the sustainable and efficient development of the IoT sector, enhancing both economic growth and social progress. The plan outlines comprehensive strategies across multiple dimensions, including top-level design, standardization, technological innovation, application deployment, industrial support, business models, government incentives, and talent development. A major focus is on building smart cities, encouraging cities with the necessary infrastructure to develop into model smart urban areas and seeking national recognition for their efforts. These smart cities will serve as platforms for implementing large-scale IoT projects in key sectors such as industry, agriculture, and public services, driving industrial transformation and improving the efficiency and accessibility of public services. On the standardization front, the plan emphasizes the development of critical technical standards tailored for Shandong’s IoT ecosystem. This includes standards for smart sensors, short-range communication technologies like ultra-wideband and M2M, and advanced information processing and service support systems. These standards are essential for ensuring interoperability and reliability across IoT applications. In terms of technological research and development, the plan highlights several priority areas, such as high-performance, low-cost, and intelligent sensor technologies, IoT labeling systems, intelligent data transmission, and information processing solutions. It also calls for practical demonstrations of IoT applications in various fields to showcase real-world benefits. Application promotion is another key pillar of the plan. Pilot projects under the “Spiritual Shandong” initiative are being launched to test smart city models, smart communities, and smart parks. The plan focuses on expanding IoT use in sectors like smart manufacturing, agriculture, energy grids, logistics, transportation, security, environmental monitoring, healthcare, home automation, emergency response, education, water management, and tourism. To strengthen industrial support, the plan encourages the growth of core IoT industries and supports leading enterprises in the field, while enhancing the capabilities of public service platforms within the sector. Government support will be increased through financial investments, particularly focusing on foundational IoT research such as big data analytics, intelligent decision-making, and cybersecurity. Emphasis will also be placed on developing cost-effective, low-power, high-precision, and reliable sensor technologies, along with multi-sensor fusion and instrumentation innovations. Additionally, the provincial science and technology program will prioritize funding for public interest technologies and common industry applications in key areas like agriculture, manufacturing, public safety, smart grids, homes, and cities. This strategic approach aims to position Shandong as a leader in the IoT revolution, fostering innovation, efficiency, and sustainable development across the province.
