By involving the signing process, inspectors can turn it into an opportunity for education, helping grassroots units recognize mistakes and learn from the experiences of others. Providing clear justifications and explanations to the affected units can lead to a deeper understanding of the root causes of issues. The HSE department has supported this suggestion and plans to review, improve, and formalize the safety supervision system, replacing the current temporary measures with a structured framework.
Many corporate safety management systems have inherent gaps or areas for improvement. Since the start of this year, employees at Yangzi Petrochemical have been actively identifying these issues and working together to enhance the overall system. One suggestion alone helped address several loopholes, contributing to a stronger foundation for safe operations. In the most recent quarter, out of numerous employee proposals, 13 were specifically related to safety improvements. These suggestions highlighted specific shortcomings in the existing system, such as the lack of clear definitions for explosion-proof and non-explosion-proof zones. It was recommended that these zones be clearly defined based on equipment design and pipeline layout, and a map of their distribution across the company should be created. In response, the fire brigade and HSE department have instructed all plants to identify and document these zones under normal operating conditions, while the professional departments will work on producing the official map.
Two incidents of damage to shore equipment caused by ship operation errors occurred at the Yangzi Petrochemical Terminal. To prevent similar incidents and reduce the risk of major water pollution, the proposed solutions call for a re-evaluation of responsibilities, procedures, and emergency protocols related to dock operations. This includes clarifying the roles of the logistics department, scheduling teams, and external logistics companies. The goal is to ensure the safety of the company’s critical marine infrastructure. The Logistics Department has announced its intention to revise the "Material Logistics Management System," adding new requirements for logistics company responsibilities and operational procedures, as well as increasing oversight and performance evaluations of the logistics department.
