Yangzi Petrochemical employees make diagnosis for safety management system

In the recent safety improvement initiative at Yangzi Petrochemical Logistics, Mr. Ke Aiming, an employee of the company, proposed that the safety supervision team should issue a written notice to any unit found violating safety protocols during on-site inspections. This notice should be signed and approved by the head of the affected unit. His reasoning is based on the standard law enforcement practices used by national regulatory agencies, where violations are documented immediately and signed off by the responsible parties. This approach ensures prompt awareness of the violation, facilitates immediate corrective actions, and aligns with the core objective of effective safety supervision. One such suggestion aimed to address a critical loophole—lack of clear definitions for explosion-proof and non-explosion-proof zones. The proposal recommended that these zones be clearly defined based on equipment design and pipeline layout, and that a detailed map of their distribution be created. In response, the company’s fire brigade and HSE department have already initiated a process to identify and map these zones across all plants. Additionally, two incidents involving damage to shore facilities due to ship operation errors at the Yangzi Petrochemical Terminal have prompted further action. To prevent similar occurrences and reduce the risk of major water pollution, the proposals call for a thorough review of responsibilities, procedures, and emergency responses related to dock operations. The logistics department, along with other relevant teams, will need to clarify their roles and ensure strict compliance with operational standards. The Ministry of Logistics has announced its intention to revise the “Material Logistics Management System,” adding new clauses regarding the responsibilities of logistics companies and increasing oversight and performance evaluations. These continuous efforts reflect the company's dedication to improving safety across all levels, ensuring not only compliance but also a safer working environment for everyone involved.
