In the early hours of the 26th, at the Qingdao Emergency Center, an ambulance driver was seen operating the controls while a camera mounted on top of the vehicle captured the driver’s actions and the surrounding environment in real time. The footage displayed on the screen showed people standing as far as 50 meters away clearly visible as the driver adjusted the focus. When the driver pressed the camera switch button again, the internal view of the ambulance came into focus, revealing the cabin's interior. It is reported that during regular operations, the camera is managed by the first officer, and the display screen is positioned to face the co-driver for easy monitoring. Normally, the camera does not transmit live video to the dispatch center, but it can be activated for real-time transmission during major incidents.
According to Zong Ruijie, deputy director of the Qingdao Emergency Center, the first 10 ambulances in the city have been equipped with both external and internal cameras. Based on the trial results from these initial vehicles, more than 60 ambulances across the city will be gradually fitted with similar systems.
On the road, accidents are common. Recently, the Qingdao Emergency Center received a complaint regarding a bus that failed to yield to an ambulance, leading to a dispute between the ambulance driver and the bus driver. Zong Ruijie noted that ambulance access to hospitals has become a growing social issue. “An ambulance with a camera can capture data on normal evasive maneuvers, providing clear evidence of vehicles that fail to yield,†he explained.
The recorded videos can serve as crucial evidence for traffic enforcement. “Although there are doctors and nurses onboard, patients’ conditions can change suddenly. In some cases, family members may wrongly blame medical staff or even engage in physical altercations,†said Zong Ruijie. The ambulance camera records the entire treatment process, ensuring transparency in the actions of medical personnel and providing a record of interactions with families.
Another concern raised was how social vehicles could avoid rushing through red lights when an ambulance was approaching. Zong Ruijie explained that without a camera, drivers had to remember the ambulance’s license plate number, time, and location, then report it to the traffic police. The police would then retrieve GPS data, trip logs, and dispatch records from the emergency center to verify if the driver acted appropriately. With the new camera system, traffic police can directly review video footage to confirm compliance.
Ambulances that do not yield and vehicles that intentionally fail to clear the way are considered traffic violations. Currently, the Qingdao municipal government imposes a fine of 200 yuan and deducts three points from the driver’s license. The ambulance cameras provide solid evidence, leaving behind what can be called “iron proof†of whether social vehicles deliberately ignored the ambulance.
