Shandong Province Internet of Things Released Special Action Plan

To boost the development of the Internet of Things (IoT) industry in Shandong Province and ensure a more efficient and sustainable society, the Shandong Provincial Development and Reform Commission, together with the Science and Technology Department and other relevant agencies, has officially released the "Special Action Plan for Shandong Province's Internet of Things." This comprehensive initiative outlines a clear roadmap to drive innovation, standardization, and practical implementation across various sectors.

The plan covers multiple key areas including top-level design, standardization, technology research, application promotion, industrial support, business model innovation, government policies, and talent development. In terms of top-level design, the focus is on building smart cities. Cities with the necessary infrastructure will be encouraged to lead the way in smart city construction, aiming to become national demonstration sites. By leveraging these smart cities, major IoT projects will be implemented in critical sectors such as industry, agriculture, and public services, helping traditional industries evolve and improving the efficiency and convenience of public services.

Standardization plays a crucial role in this strategy. The plan emphasizes breaking through key technical standards in IoT, particularly in smart sensors, short-range communication technologies like ultra-wideband and M2M, and heterogeneous network convergence. It also highlights the importance of collaborative information processing and service support systems, ensuring seamless integration and efficient data handling within the IoT ecosystem.

In terms of technological development, the plan focuses on high-performance, low-cost, and intelligent sensor and chip technologies, as well as IoT identification systems, smart transmission, and intelligent information processing. It also includes pilot projects for real-world IoT applications, aiming to showcase its potential across different industries.

Application promotion is another core component of the plan. Pilot initiatives like "Spiritual Shandong" are being launched to test smart city models, smart communities, and smart parks. A wide range of application projects are being developed, covering smart manufacturing, agriculture, grids, logistics, transportation, security, environmental protection, healthcare, home automation, emergency response, education, water management, and tourism.

To support the growth of the IoT industry, the plan encourages coordinated development of core IoT sectors, supports key enterprises, and enhances the capabilities of public service platforms. Government support includes increased financial investment, especially in foundational IoT research such as big data processing, intelligent analysis, and information security. Priority is also given to low-power, high-precision, and miniaturized sensor technologies, as well as multi-sensor fusion and instrumentation research.

The provincial science and technology program will focus on supporting public interest technologies and common industrial applications in fields like agriculture, manufacturing, public safety, smart grids, homes, and cities. Overall, the plan aims to create a robust and sustainable IoT ecosystem that drives economic growth and improves quality of life in Shandong.
