Germany criticizes EU for anti-dumping duties on Chinese PV products

German Economy Minister Lesler on June 4 criticized the European Commission for imposing temporary penalties on Chinese solar panels.

On the same day, Lesler said to the German newspaper Le Monde: "The German government has made it clear to the European Commission that we believe that it is wrong to adopt punitive tariffs. It is the right way to start a dialogue instead of threatening it."

Lesler said: "We are worried about trade disputes with China, which may involve other industrial sectors in Germany, so we must avoid trade conflicts with China under any circumstances."

German Chancellor Angela Merkel has also said that Germany will do everything possible to avoid a trade war between the EU and China.

Gerhard Handek, secretary-general of the German Foreign Trade Association, also said to the "World News" on the same day: "We believe that the decision of the European Commission will have adverse consequences. It is meaningless to fight trade with China. We are worried that China will be in other countries. Anti-sanction measures are taken in the field. Germany, as the EU’s largest exporter to China, will suffer the most.” He also said that not only German solar companies will increase their costs due to China’s corresponding measures, but also threaten their survival. Some are already in China. German manufacturing companies involved in solar panel production will also suffer.

The German Federal Industry Association also regrets the decision of the European Commission. Steve Meyer, member of the General Affairs Office of the Association, said: "The European Commission should find a solution by negotiation by the end of this year" in order to resume fair competition and prevent both parties from adopting punitive tariffs.

In spite of opposition from most EU member states such as Germany, the European Commission announced on the same day that it will impose an average of 11.8% punitive tariffs on Chinese PV products from June 6 this year. If it fails to reach an agreement with China as of August 6 this year, the EU's temporary anti-dumping tariff will increase to 47.6% on average.
