After an in-depth analysis, it was generally felt that some incidents were caused by subjective causes, such as insufficient implementation of safety responsibilities, inadequate management of hidden dangers, and insufficient safety foundations. Everyone agreed that we must accelerate the establishment of intrinsically safe mines, and establish and improve the “human-machine complement and human mechanism appropriation” safety system that suits the actual production of coal mines in terms of people, machines, systems, and systems.

The second is summing up experiences and exchanging experiences. Experts from scientific research institutes exchanged the results of the theoretical research phase. Everyone agrees that in the current situation where the basic theoretical system is not yet sound, the intrinsically safe mine is expensive and is being constructed. During the group discussion, we put forward many valuable opinions and suggestions on strengthening the coal mine safety work and the "Intrinsic-safe demonstration mine construction guidance", and we will study it carefully.

I. Understand the situation, strengthen confidence, and further enhance the sense of responsibility and urgency to create an intrinsically safe mine

In the recent period, all regions and units have conscientiously implemented the spirit of a series of instructions from the Party Central Committee and the State Council on safety production. In accordance with the arrangements of the Party Group of the General Administration of Administration and the State Coal Mine Safety Supervision Bureau, the safety of coal mines has been placed in an important position and strengthened. Responsibility for government supervision and responsibility of enterprises have done a lot of fruitful work in the areas of deepening coal mine gas control and rectification and closure, strengthening grassroots and basic work, and so on. Coal mine safety supervision, coal industry management departments and coal mine safety supervision agencies at all levels perform duties in accordance with the law, strengthen supervision and supervision and enforcement, and strengthen the guidance for safety management of coal mines. The coal mining enterprises further strengthened their leadership, improved the safety management rules and regulations, carefully investigated and managed the hidden dangers of major accidents, strengthened technical management, on-site management, and staff safety education and training, and the coal mine safety basic management work was continuously strengthened.

Through unremitting efforts from all quarters, from January to July this year, the country’s coal production reached 1.18 billion tons, an increase of 90.53 million tons, an increase of 8.3% (the number of dispatch expresses, the same below), and the national coal mine safety production situation continued to maintain. The third is the drop in extraordinarily serious accidents. There were 19 fatal accidents involving 10 to 29 deaths and 371 deaths, which was a decrease of 36.7% and 58.5% year-on-year respectively. The fourth is the decline of special major accidents. There were 2 fatal accidents with more than 30 fatalities and 88 deaths, a drop of 66.7% and 81.9% year-on-year respectively. Fifth, the death rate of one million tons decreased. From January to July, the national million tons of coal mine mortality rate was 2.097, a year-on-year drop of 29.3%. However, we must soberly realize that the national coal mine safety production situation is still very severe.

First, the total number of coal mine accidents has risen significantly since May. From January to July, there were 6 major accidents in infrastructure and technical upgrading mines, with 85 deaths, accounting for 31.5% and 22.9% of the number of coal mine accidents and deaths.

The analysis of the main reasons for the country's coal mine safety production situation is still grim, objective factors such as the unbalanced level of productive forces development, serious gas disasters, and subjective factors such as insufficient ideological understanding and inadequate safety measures. One of the most important ones is the weak foundation management of coal mine safety. Mainly in:

First, some enterprises' on-site management, technical management, and equipment management are weakened, labor organization management is lax, and preventive measures are not in place. Occurrences of accidents due to human factors, production systems, and mining conditions occur from time to time. Second, some companies have unsound rules and regulations, fail to implement safety responsibilities, and violate regulations, violate regulations, and violate labor disciplines. Third, some companies have paid insufficient attention to the management of hidden safety problems, resulting in some major hidden risks have not been timely and effective governance, posing a serious threat to the safety of production. Fourth, some state-owned key coal mines have relaxed the safety management of infrastructure mines, remote mines, bankruptcy reform mines, and outsourcing teams. In particular, some unqualified construction teams have undertaken coal construction projects. This year, serious accidents have occurred one after another.

How to solve the above problem? It is an important way to fully promote the construction of intrinsically safe mines and further strengthen the basic management of coal mine safety.

The Party Central Committee and the State Council attach great importance to the safety of coal mines. General Secretary Hu Jintao and Premier Wen Jiabao repeatedly emphasized that the safe production of coal mines is the focus of national safety production work. To do a good job in coal mine safety, we must adhere to the principle of “both root and permanent cure, focusing on treating the root cause.” Building an intrinsically safe mine is a fundamental solution.

This year is the first year of implementation of the "Eleventh Five-Year Plan," and it is also a crucial year for achieving the two phases of the goals set by the Standing Committee of the National People's Congress. The coal mining companies that came to this meeting today have their own characteristics in terms of safety management. There are also some companies that will attend the meeting in the future have many unique features in the safety management. They all share a common feature. They are aiming at the international advanced level, adhering to a high starting point, high technology, and high quality, building an intrinsically safe management system, and building an intrinsically safe mine. Continuously strengthen safety training and education, improve employees' safety skills, rely on advanced technologies, increase production mechanization levels and production intensiveness, optimize and simplify systems, reduce links, and reduce the number of underground workers; strengthen on-site management, implement safety production responsibilities at all levels, and reduce Eliminating hidden dangers of accidents; increasing safety investment, relying on advanced technology and equipment, improving mine disaster prevention and resilience; relying on a scientific management system, establishing an effective operating mechanism, and ensuring that all systems and links in production can be safely controlled. Third, emancipating the mind, scientifically rigorous, and accelerating the research on the intrinsic safety management system of coal mine

In recent years, many coal mining enterprises in China have actively applied some foreign security management systems, such as South Africa's NOSA security management system, the internationally common OSHMS management system, and so on, and some have also created their own security management system and achieved certain results. Effectiveness. However, based on the actual situation of coal mines in China, there are still some limitations in the general promotion of these systems in China. We urgently need to establish a set of coal mine safety management systems that are in line with international standards and are in line with China’s national conditions. To this end, the National Coal Mine Safety Supervision Bureau supported Shenhua Group and initiated research on the intrinsic safety management system for coal mines in the second half of last year. The aim is to introduce advanced concepts from abroad and establish risk pre-control as the core, covering the design, construction and production of coal mines. The whole process of management is suitable for the dynamic closed-loop safety management system of coal mine characteristics throughout the country.

The three sub-topics of this research project are led by the China Occupational Safety and Health Association, the General Administration Research Center and China University of Mining. The leaders of each relevant unit of the research group, especially the Shenhua Group, attach great importance to actively select experts with high overall quality, strong business abilities, and solid technical foundation to fully support the research work of the project and provide them with the necessary logistical support. Each research unit should be equipped with personnel who are both familiar with the site of the coal mine and who are familiar with the construction of the safety management system to conduct research on the subject.
