On May 6, during the Fujian and Xiamen People's Political Consultative Conference, a proposal titled "Proposal to Strengthen Public Transportation Safety in the City" was discussed in advance. According to the information shared, this year, Xiamen is expected to issue the "Measures for Public Security Management of Public Transportation in Xiamen." These measures aim to regulate safety protocols for passenger transport companies, passengers, and drivers, clearly defining the responsibilities of all parties involved in ensuring public transport safety.
Deputy Lu Shigang from the Xiamen City CPPCC, along with Assistant Mayor Lu Shigang and Lin Rui, Director of the Municipal Public Security Bureau, were present at the meeting. The initiative reflects the city’s growing emphasis on enhancing security across its transportation network.
A key aspect of the new regulations is the requirement for buses, taxis, ferries, parking lots, stations, and terminal operators to register with public security agencies. This process will serve as a critical foundation for implementing safety measures and assigning clear security management responsibilities.
Currently, the Municipal Public Security Bureau is collecting feedback from relevant departments and working on refining the draft regulation. The goal is to submit it to the Xiamen Municipal Bureau of Legal Affairs for review by September this year.
In addition to regulatory improvements, Xiamen is also focusing on strengthening public transport safety education and training. The city is investing in public security monitoring systems and infrastructure. It has already completed the first phase of the traffic port security monitoring and command center, enabling real-time surveillance of the entire BRT route.
Looking ahead, Xiamen plans to expand its public security monitoring facilities to major transport hubs and stations, further enhancing the safety and efficiency of the city’s public transit system. These efforts mark a significant step toward building a more secure and reliable transportation environment for residents and visitors alike.
