Projects that fail to meet these criteria will not qualify for export tax rebates or domestic application support.

The polysilicon industry is highly concentrated, with significant cost differences among producers. Small-scale crystalline silicon companies often lag in technology and face higher costs. At the current market price of $18 per kg, many small-scale operations have already been shut down, so the "Specifications" have limited influence on the existing supply structure. However, the module industry is less concentrated and more homogenous, making it more vulnerable to the scale threshold set by the regulations, which could lead to the exit of smaller players.

Overall, the "Specifications" impose stricter requirements on new capacity, but their short-term impact on the industry is limited. The scale thresholds for existing capacity are likely to drive consolidation, especially in the module segment.
